“The ASEAN Forum on Coal advances sustainability, efficient coal management, and regional energy collaboration”

ASEAN FORUM ON COAL (AFOC) AND ITS ROLE IN REGIONAL ENERGY SUSTAINABILITY

Comprehensive analysis

INTRODUCTION

The ASEAN Forum on Coal (AFOC), established in 1999, plays a pivotal role in regional energy strategies by promoting clean coal technologies (CCTs), facilitating intra-ASEAN coal trade, and enhancing energy security. Coal remains a critical component of the ASEAN energy mix, accounting for 31% of power generation in 2013, with expectations of continued dominance in the region’s energy landscape.

Sustainable Coal Development ASEAN

Strategic Objectives

AFOC’s mandate focuses on:

  • Promoting Clean Coal Technologies: Supporting CCTs to ensure cleaner, more sustainable coal utilization.
  • Facilitating Regional Cooperation: Enhancing intra-ASEAN coal trade and investment while addressing environmental impacts.
  • Building Awareness and Capacity: Increasing public and policymaker understanding of coal’s benefits and promoting advanced technologies.
  • Developing a Robust Information System: Establishing the ASEAN Coal Database and Information System (ACDIS) to improve data accessibility for policymakers.

Outcome-Based Strategies

To align with ASEAN’s sustainable energy goals:

  • Promote Clean Energy Development: CCTs contribute to clean energy transitions while maintaining economic competitiveness.
  • Encourage Investments: Attract funding for clean coal infrastructure and related technologies.
  • Research and Development: Advance coal-based innovations through research and technical training.
  • Support a Just Transition: Ensure gradual coal phase-outs, minimizing socio-economic disruptions while integrating renewable alternatives.

Regional Challenges and Approaches

ASEAN nations face the dual challenge of reducing greenhouse gas emissions and maintaining reliable energy supplies. While coal remains essential for energy security and affordability, the transition to cleaner technologies is vital. The ASEAN Centre for Energy (ACE) collaborates with AFOC to implement the ASEAN Plan of Action for Energy Cooperation (APAEC) 2021-2025, emphasizing CCT adoption and balanced energy transitions

CONCLUSION

AFOC’s focus on sustainable coal practices ensures coal’s role as a bridge in ASEAN’s energy transition. By advancing clean coal technologies, promoting regional trade, and fostering innovation, AFOC aligns ASEAN’s energy strategies with global sustainability goals.
