Cambodia accelerates industrial zone development near the Vietnam border

Opportunities and Challenges

INTRODUCTION

In recent years, Cambodia has focused on developing industrial zones near the Vietnam border, creating both opportunities and challenges for both nations. This development not only stimulates regional economic growth but also raises various issues regarding cooperation and competition.

Current Development of Cambodia’s Industrial Zones Near Vietnam

In 2025, Cambodia inaugurated a new Special Economic Zone (SEZ) in Sihanoukville, about 100 km from the Vietnam border. Led by ISI Group, this 206-hectare project has attracted significant interest from international investors.

Previously, the Phnom Penh Special Economic Zone (PPSEZ), covering 3.57 km², had already drawn over 90 businesses from 15 countries, including many Japanese and Chinese companies.

This trend highlights Cambodia’s efforts to create an attractive investment environment, particularly in areas near the Vietnam border. These industrial zones not only attract foreign investments but also generate thousands of jobs for local workers, improving livelihoods and boosting border-region economies.

Economic Benefits and Cooperation Opportunities

Developing industrial zones near the border brings numerous economic benefits to both Cambodia and Vietnam.

Firstly, increased production and trade activities between the two countries will enhance bilateral commerce. In 2022, Vietnam-Cambodia trade turnover reached nearly $11 billion, an 11% increase from 2021.

Vietnamese businesses can leverage investment opportunities in Cambodian industrial zones to expand production and access international markets through Cambodia’s free trade agreements.

Secondly, the transportation and logistics infrastructure between the two nations will improve significantly. Connecting industrial zones with seaports and road networks will facilitate goods transportation, reducing costs and time. This benefits businesses and enhances economic development in border areas.

Finally, cooperation in workforce training and development will be strengthened. Labor exchange programs, vocational training, and technology transfers will help improve human resource quality, meeting industrial zone demands.

Challenges and Competition

Despite these benefits, industrial zone development near the border presents several challenges.

Competition for investment between the two countries may increase, especially as Cambodia offers attractive incentives. This requires Vietnam to continuously improve its investment environment, infrastructure, and services to maintain its appeal to investors.

Environmental management and protection during industrial expansion is another crucial issue. Both nations must collaborate to ensure sustainable industrial zone development without negatively impacting the environment or local communities.

Additionally, differences in technological advancement and management capabilities between businesses in both countries may create barriers to cooperation. Experience sharing, technology transfer, and workforce training are necessary to bridge this gap and promote balanced, sustainable growth.

Future Prospects and Solutions

To maximize opportunities and overcome challenges, Vietnam and Cambodia need strategic solutions.

First, establishing bilateral cooperation mechanisms for industrial zone planning and development is essential. This ensures harmonious growth, prevents unhealthy competition, and optimizes economic benefits for both sides.

Second, both countries should invest in connectivity infrastructure, including roads, railways, and seaports, to facilitate trade and logistics. This reduces transportation costs and enhances the competitiveness of regional industrial zones.

Lastly, promoting education and vocational training cooperation will improve workforce quality, meeting the growing labor market demands. Student exchange programs, research collaborations, and specialized training will contribute significantly to the sustainable development of industrial zones.

CONCLUSION

Cambodia’s industrial zone development near the Vietnam border presents both opportunities and challenges for both nations. Close cooperation, addressing arising issues, and maximizing each side’s potential will be key to achieving sustainable and shared prosperity.
